Celebrates Launch of Homegrown Game Kooeh: A Timeless Delight and Unveils Malaysia's First Creative-Creator AI OPC Incubator
PENANG, 2 July 2026 – Penang marked another milestone in its digital creative industry with the launch of Kooeh: A Timeless Delight, a narrative puzzle adventure game developed by Penang-based studio Twilight Foundry Games, alongside the official introduction of the Creative-Creator AI One-Person Company (OPC) Incubator Programme, a first-of-its-kind initiative in Malaysia.
The event marks another significant milestone in Penang’s digital transformation journey, reinforcing the state’s commitment to building a resilient, inclusive, and innovation-driven digital economy.
Available on STEAM and Microsoft Xbox Series X|S, Kooeh: A Timeless Delight is the first commercial game developed in Penang to launch on Microsoft’s latest Xbox console generation. Beyond entertainment, the game celebrates Southeast Asian stories, Peranakan culture, and endangered wildlife, demonstrating how locally developed intellectual property can reach audiences worldwide while preserving the region’s rich cultural heritage.
Speaking at the launch, YB Zairil Khir Johari, Penang State EXCO for Infrastructure, Transport and Digital, described the achievement as a reflection of Penang’s growing digital capabilities.

The launch event also saw the introduction of the Creative-The launch event also saw the introduction of the Creative-Creator AI One-Person Company (OPC) Incubator Programme, an initiative by Digital Penang designed to nurture the next generation of AI-powered creative entrepreneurs. The programme aims to incubate 20 creative founders, empowering them to leverage artificial intelligence in developing sustainable digital content businesses across areas such as music, film, animation, comics, characters, and other creative industries. Applications are open from 1 July to 30 July 2026.
As Malaysia’s first government-backed venture-building programme dedicated to AI-driven creative entrepreneurship, the OPC Incubator reflects Digital Penang’s commitment to strengthening the state’s digital creative ecosystem and accelerating the growth of the digital orange economy. By combining technology, creativity, and entrepreneurship, the programme aims to cultivate innovative startups while positioning Penang as a leading hub for digital content creation and creative technology.
