The Penang Digital Transformation Master Plan is organised in four strategic pillars – Governance, Economy, Community and Infrastructure. This meta plan encompasses several sub-plans that outlines Digitalisation ambitions and initiatives to set the foundation for the transformation towards Penang2030.

Governance

The complexity and challenges on going digital for government is overwhelming, due to various factors such as the interplay between multiple institutions and Federal, State and Council level, legacy systems and processes, organisational maturity and culture. Hence, a realistic ambition level is to focus on process of change rather than a pace of change that engenders friction. The strategic theme and initial focus are primarily only on these 3 areas: –

Data Integration And Analytics

Focus on accuracy and recency of small data, and building the integrated pipelines for sharing and towards analysis.

Standards And Architecture

Rationalise and harmonise standards for systems and security and work towards a common service delivery platform and architecture.

Upskilling

Build capability and leadership to champion digital transformation.

Economy

Penang is a strong manufacturing hub for Electronics and Electrical, Medical Devices, Aviation and Avionics. On the services side, we have attracted foreign investment in Software as well as Global Business Services.

With a population of only 1.75m, Penang comprises of a 350 sq km island and a 650 sq km stretch of mainland on the Malaya peninsula. Its safe liveable environment, where English is widely spoken makes it a haven for digital nomads. Penang has earned many world rankings on being a destination for street food, beaches, retirement and tourism. Under this pillar of Digital Economy, one of the key strategic themes is to focus on developing SME scale and Start-up entrepreneurship.

Adoption And Experience

Driving pervasive adoption and ensuring a positive experience, while retaining the charm and character that is distinctive to the State. Going cashless and going online will be key initiatives supported by coaching and mentoring from the more tech savvy to the skeptical majority.

Mobilisation

Through the Digital Outreach Network, we seek to enrol and recruit professionals to volunteer and contribute their skills to find and co-create technology solutions and solve problems faced by the community. Civic Engagement

Through digital technology and social media, our aim is to engage the wider community to have meaningful and objective conversations on key issues and policies to solicit feedback.

Infrastructure

Going Digital demands the pre-requisite infrastructure in information communications technology to be able to deliver a decent level of speed for productivity and a good experience. Also, the coverage must address the digital divide and be a basic need in order to promote adoption. To achieve this, the State is developing plans on upgrading and expanding the telco infrastructure, especially fibre, as a top priority to address the speed and coverage issues as well as support 5G rollout and Smart City initiatives.

Major layers of the digital infrastructure focused by the State are as follows: –

  • Telecommunications, especially Fibre network State wide
  • CCTV Network to support security and transport
  • IoT Network to support environmental, agriculture, aquaculture
  • Aerial Maps

We are interested to receive concept proposals on the above strategies, design, architecture, policies and implementation of the various layers from interested parties and explore partnerships to accelerate the rollout.
