Job Summary

We are looking for a person with experience in a prior business strategy or functional leadership role to lead the team. We are a newly formed State government agency tasked to accelerate efforts towards a digital economy and society. In this digital transformation journey, there are many interesting and innovative projects to engage civil society as well as government and enterprises to drive digital adoption and create a confident experience.

This very hands-on role is somewhat non-traditional and not totally commercial as it deals with the whole spectrum from government departments, private enterprise to the general public. The role requires extensive experience in policymaking and driving transformational change. It is a rich opportunity for consulting and conceptualization of programs as well as seeing to fruition and execution to deliver tangible social impact through digital technology.  It is a start-up opportunity for a visionary that wants to get hands-on to drive significant and impactful change to society.


Job Responsibilities

  • Provide thought leadership and strategies on digitalization to shape and achieve the objectives and vision of Penang 2030 to be a family-focused, green, and smart state that inspires the nation. Formulate Digital Transformation Masterplan DTMP2.0 for next 3 years.
  • Enhance innovation quotient by developing an eco-system for talent development, innovation, and entrepreneurship through partnerships with academia, businesses, start-ups, and international organizations. Seek entrepreneurial opportunities to monetize solutions and generate revenue.
  • Engage, align, and influence other agencies and private sectors in implementing digital policies and standards while coordinating digital initiatives by leveraging digital infrastructure to create an environment that expands the digital economy of Penang such as jobs, GDP growth, new industry sector, digital services, and ICT investments.
  • Foster relationship and collaborate with other stakeholders, state, and federal agencies, to develop policies and programs that drive the digital agenda.
  • Be accountable to the Board for financial and fiduciary objectives and decisions. Be responsible for company P&L, audit fulfilment while upholding the highest level of ethical standards.
  • Provide inputs on specific procurement committees and oversee hiring of project consultants and implement agencies and contractors for respective sector projects in coordination with other departments. Provide reliable technical assessments for potential JV and M&A, advise on digital proposals to State.
  • Ensure cost-effective and timely implementation of digital initiatives by overseeing project engagement and delivery of external third parties and driving adoption.
  • Support and engage an international advisory board that will provide advice, experiences, and direction on driving digitalization.
  • Set up and engage in forums to promote awareness, including international events with the aim to promote Penang’s digitalization. To inspire and sustain momentum and adoption of digital initiatives
  • Identify disruptive technologies to shape industry policies that will develop competitive advantage for the state economy
  • Ensures compliance with all relevant laws, policies, and regulations.

Job Requirements

  • Bachelor’s degree in IT, Software, Engineering, Finance, Business; MBA an advantage
  • Must be fluent in Bahasa Malaysia and English, spoken and written
  • 20 years’ experience, an advantage if 3-5 years were in business consulting, strategic planning, business management, investment and industry development, or financial decision making
  • Demonstrated proficiency in analytical research, leadership, and strategic planning.
  • Possess exceptional creativity and analytical problem-solving skills, able to see big picture yet have an eye for details, strong influencing, and negotiation skills
  • Strong organization leadership, program, and project management skills
  • Develop and grow the people in the organization by imparting personal knowledge and mentoring.
  • Knowledgeable in technology trends and digital transformation efforts
  • Confident with public speaking and media, strong communication and writing skills
